What is the solution?

Excel-based toolbox to support the financial and economic assessment of carbon neutrality and climate adaptation projects, with a focus on the building sector. It evaluates project feasibility under various financing models (standard loans, green loans, capital rebate loans, bonds) and integrates environmental and social indicators related to energy efficiency and building resilience

What challenge does this solution address?

Many municipalities and project developers in the Mediterranean region struggle to assess the financial viability of green infrastructure and adaptation projects. The tool responds to this challenge by providing a harmonised, Excel-based model to estimate key financial and economic indicators (FNPV, FRR, ENPV, IRR) and compare financing scenarios, supporting informed investment decisions aligned with EU standards (CBA methodology 2021–2027).

What is the added value?

The tool translates complex cost-benefit methodologies into a practical, ready-to-use Excel environment. It incorporates environmental and social indicators (e.g. GHG reduction, improved air quality, thermal comfort) alongside financial metrics, offering a multidimensional view of project performance. By adapting the EU CBA Guide for carbon neutrality and adaptation contexts, it fills a gap between financial modelling and sustainability evaluation for local authorities and project promoters.
